First you need to understand your actual needs and how much you love welding and metalworking in general , I'm an hobbyist as same as you but I'm probably on another level
Anyway what you would like to do in the future?,why you could need a welder ?
How much do you love welding and related manipulation?
You would like to build big stuff? small stuff? homemade vehicles ? Metal art ? Welding repairs?in field welding repairs? how many kilowatts your supply can give?
A whole lot of things to consider but not all completely necessary to choose
I'll tell you my experience so you might be able to find some answers.
I have 3kW as probably you too
The power meter prior to cut off the power gives a 4hours window when we can use 4kW ,2minutes 6kW so if you respect those windows you should not have problems with "bigger" UNITS
So I've started welding because since I was 6 my neighbor use to teach me how to repair make things
When I was 14 I've made a welder using microwave oven transformers ,my neighbor understood that I was intended to learn welding.
So he gave me a transformer based welder (Buzz Box) dual voltage 230-380V 200A .
I've learned little bit with it prior starting to weld things together , after a while friends asked me to repair tractor parts etc and for this reason I needed a DC welder to be able to weld using electrodes .
I bought an engine driven welder (motosaldatrice) because was too cheap to leave it there , anyway it's a GenSet MPM5/175CX lasts 70's firsts 80's , Lombardini gasoline engine, with 170A and three phase ausiliary power (380-220V 4.5-3kW)
It's been a compulsive buying kind of a thing.
After that I bought a cheap inverter welder because I need something compact and portable .
I ended up buying a Stamos S-MMA 250 IGBT for 180 euros
It came with 8 meters long ground clamp cable and 8 meters electrode holder cable
I had to replace the ground clamp and the electrode holder because were to cheap and light duty for me .
Later I've replaced the main power cord and put a 16A CEE plug .
I have this welder since November now so I can't say nothing ,for the money it's a good enough welder and it paid itself with the first repairs I made with it .
Next step for me would be a Fronius TransPocket 150 (650 euros ) but I'll probably buy it after other things I need.
I think that buying used electronic stuff is never worth because no-one can know the effective wear of the components so unless you find something too cheap to not buy just don't ,save other 100 euros and buy it new .
Most important you have to buy safety equipment
Welding gloves
General maintenance leather gloves
Welding helmet
Safety glasses
Safety boots
An apron?
Wear jeans or cotton clothing
Otherwise
